ZP-1153 Install wrappers for z-push-admin.php and z-push-top.php

In the Debian packages, install wrappers for z-push-admin.php and
z-push-top.php, so that these scripts are run as user www-data instead
of root.

Released under the Affero GNU General Public License (AGPL) version 3.
